Normalize all Game INI files

Add a simple Python script that does a basic normalization on
the game INI files and run it across all the files we have. This
normalizes the sections, their order and comments, and the whitespace
within them.

It also removes the sections Video_Hardware, Gecko, and Wii, which
should not be in the game INI files we ship by default.

Gameini database cleanup. Remove the lines below since they are no longer necessary:

Gameini database update. About 142 files updated or added to the database.

Revert gameini database to an older state before texcache rewrite was integrated. Some commits that followed will be properly done at a later point.

Merge dolphin-cheats-database

GameConfig should now update from the dolphin-cheat-database SVN now, don't need to copy the INIs to this SVN anymore. :)
