Use precompiled headers for faster build of the DebuggerWX and Dolphin projects. Fix a silly memory leak in debug text in the GL plugin.

Had to shuffle around quite a lot of code to be able to extract the CodeView into a library nicely so it can be used from both the main dolphin and the LLE plugin...  also extracted the symboldb code.

Change a bunch of project settings to reduce the flood of warnings you get when building in debug mode. Tweak bootup logging a bit.
