Config versioning to fix the Fullscreen Shortcut debacle (#2966)
* WIP adding new config version.
* Implements a ConfigVersionUpdater
* Updates to account for new LUS-side changes.
* Change `ConfigVersionUpdater` to store `toVersion`
* fix typo
