VideoCommon: Use GPR units more in TexDecoder_DecodeImpl_CMPR
This improves the time reported by the CMPR unit test. The lowest value
is about 14% lower, but there's more variance, with the highest value
being similar to before. The instruction count has increased.
I'm putting this in a separate commit so the older implementation is
available in the commit history for anyone wanting to look at it.
