GameSettings: Set CPUThread to False in GWR.ini.
As mentioned in
https://wiki.dolphin-emu.org/index.php?title=Wave_Race:_Blue_Storm,
the menu may freeze otherwise.
* Data/Sys/GameSettings/GWR.ini: New file.
