Format gbi.h, move ucode defines to makefile (#1650)
* Format gbi.h, move ucode defines to makefile, correct usage of gDPSetDither
* UCODE_DEFS -> GBI_DEFINES, add GBI_DOWHILE toggle
* Define GBI_DOWHILE for bss calculations
* Makefile thing
